how can i get my precission ptv2148 tv fixed?

how can i get my precisssion 20 " colour tv fixed? the chassis # is ch 16 ca. whenever i switch the power button on, i can hear the relay inside respond but there is no sound or picture, or the whistling sound that a tv always have.

in parallel with that relay there is a capacitor. When that capacitor is bad it makes the relay don't hold the contact . Check around that relay and use the capacitance-meter to check them.
