Your answer is in the question. The handset needs to be registered to the Base Station. You don't say what the phone is (unhelpful) and so her is a generic answer.
Put the Base Station into registration mode then go through the phones menu and get it to Registration ode. Leave them to talk for a few seconds and Bob's your uncle.
