How to fix a heater in a 1996 Jaguar XJ6 sedan 3.2l engine?

In a Jaguar 1996 XJ6 sedan there is no power to the heater solonoid valve, there is power to the water pump. Both electrical connectors are next to each other passengers' side near the firewall. Have checked all the fuses that I could find (5 banks of fuses) all OK. Anyone had this problem to solve?
