Starter not making Contact on Chinese moped (2006 model 4s)?

The starter a lot of times would just lock up, and make a hum noise or would spin with no load on it, so i had to kick start it for a while. I replaced the starter, and the hum went away, but it never has a load on the electric starter. After some searching, found the thing that makes contact with the starter (bendix spring/starter relay spring), so i purchased a new one and installed it. The old one didn't seem to be malfunctioning, and the new one still doesn't solve this problem.

Any clue on what to try next?
Its starting to get hard to kick start the moped, not sure if the battery is going out, or the alternator is not fully charging battery (have to use the electric start briefly, to get fuel up to carb, or it won't ever kick start, so once battery is dead ----------).
