Mend McCulloch 3540pd Revving Control Revs

McCulloch Lawnmac 3540pd revving full blast?

I can start my McCulloch mower but there is no control of the revs and it races at a dangerous level. Is the Governor U/S? Pleases advise (I have just bought it 2nd hand)
