as long as the angle between the drum lever and the opperating rod is less than 85 degrees when pedal is pressed hard then the rear shoes are servicible(90 degrees and they tend to jam on).the mark on drum is wear indicator..to set up:adjust screw on rod tillu have the brake where u want it.check angle of rod/lever.if close to or at 80 degrees.remove drum opperating lever and turn one tooth on spindle .refit and repeat step one.if u cannot get acceptable brake u probably need new shoes.remember when removing opperating arm from drum to gently spread the pinch bolt fork with a lever so it comes of and goes on easily,if u dont u run the risk of pushing the brake spindle into the drum when refitting which is a drag
