Mend Turn Cold Water

How can I turn my cold water tap on that has seized up?

The cold water tap on a hand basin has seized up and water can not be turned on. I have asked this question before and the answer was ''get a plumber its common sense'' This is a DIY slot so can somebody please give me some useful advice and not state the obvious I thank you

make sure you isolate the water first
