infotec 3535 not fuser toner?

infotec ipc353 not fusing toner on letter headed paper...changed belt fixing unit...played with fuser temp please help

If you are using "conqueror" or similar paper with small ridges, then the toner won't fuse, as the paper can't be "compressed" by the fuser rollers
