Mend Ravenheat RSF 82E Boiler Combi System Flush

Does my Ravenheat boiler RSF 82E need a full system Flush?

Hi, my Ravenheat combi boiler is not working, the heating engineer has said that it probably needs a new air valve, but also needs a full system flush as he can hear a bubbling niose and thinks there may be a blockage.

a) is this completely nessesary to rectify the problem? and
b) is £300 a fair price for this?
