Mend 20" Engine Mower Cord

will engine start without blade?

i have taken my blade off my 20" push mower to get a new one . I tried to crank mower to make sure it would still run after winter but can not get it to crank. does the blade have to be on to crank. It keeps jerking cord from my hand
