how can i fix my 96/7 ford escort 1.8 diesel pump (make lucas)?

is pump turning-have you checked pump belt? is there enough fuel in tank? check supply pipes from tank unit to filter for chaffing/corrosion, the hand primer on filter head can also give problems, diaphragm in same can perish, also if primer not used for a long time debris can get under valves there by not letting system to be bled,i hope this helps.
