our water heater does not heat the water?

We have a log burner that heats our water, very nicely, however if you do not use the log burner and switch the electric switch to heat the water instead, it has stopped heating the water, hence we have to have a log burner on all the time to get hot water. we have checked the fuses. can you suggest anything else or is it another part.
