How to fix broken starter cord?

Hi, How do i get the top cover off to reatach my pull starter cord?--on a victor commando.

three bolt on top of recoil,but becarefull as there is an o ring on the r/coil and if you dont fit it properly the engine will over rev.u can fit a new cord without removing the recoil if you know what your doing
