How to fix a leaky toilet (maybe the inlet valve)?

I have a leak that seems to be coming from the connector from the bowl to the pipe. When I turn the water off it stops dripping even with water in the bowl, but when it is on the pipe drips. I don't know if the seal has just worn out or what.

Do I need to call a plumber or is this a quick fix with a new washer or something??
