Car not shifting?

1996 Dodge Intrepid.
Loud grinding noise, white smoke, revved at 4RPM's at 50 miles an hour. Is it the transmission?

White smoke from where Deb? I assume you are from the states? Is it automatic or manual shift transmission? If it is manual then it sounds like the clutch has worn out and the smell of the smoke is very acrid? If it is an automatic then yes it could be the torque converter within the transmission.
