no picture when play button is pressed only displays EC?

I'm assuming you mean it displays the "EC" on the screen of a matching Panasonic Television, which you are using with the Panasonic DVD Recorder?

If so...EC = Euro Connector (Scart Lead Connection).
In which case the scart connecting lead is probably loose or faulty. Either at the rear of the DVD Recorder or at the rear of the Television. Ensure it's pushed in firmly at both ends.

(PS. Not related but just a heads up: If it says "EL" in the front display of the DVD recorder & the remote control doesn't respond,..this means EXT LINK is active, press EXT LINK again to cancel.)
