The fan has two wires. One will go to ground. Connect the other to live. If nothing happens replace the fan. If it starts up it is ok. Turn on ignition and check you have 12 volts at one side of the thermostat switch. If so replace the switch. If not trace back to the fuses. Also check wiring for continuity.
If all else fails and the fan is ok, you can connect it to a SWITCHED live through a suitable fuse. The fan will run all the time the ignition is on but its better than not at all.
