is the wire from the solenoid to the starter on a lawn tractor always negative or is it supposed to be positive. It is the big wire on the outside of the starter case

Never seen a positive earth tractor, so the wire will be positive when the starter is energised.

It depends on whether the battery in neg earth or positive earth, ie the chassis connection to the battery. The connection from the solenoid to the starter motor will be the opposite to the chassis connection, the starter body is the return.
