Assuming that the car is a five speed gearbox, I would expect it to average at least 40 mpg, more on a long distance run.
Personally I would check the entire ignition system first and making sure that everything is within the tolerances and in good condition, ie ignition timing, valves, spark plugs.
Has the air filter been renewed recently? If it hasn't, it won't help matters as a filthy air filter can cause the engine to run rich.
Once the ignition system is checked etc, take another look at the carburettor.
It is possible that the carb is badly worn which may also account for the engine running rich.
