Errr there's a cheeky answer to this one, but in the mean time, lift the top off the cistern and see if the buzzing stops when you lift up the float valve. The float valve could have a ball on the end of it, or a tiny white plastic float depending on the make. Either way, I think its a washer in the valve vibrating so it'll need renewing.
