no low speeds?

i ordered new speed control plate,after install i get nothing on any speed,motor won't do anything.looking at the plate the metal plate shaped like the letter "t"that piece of plate constantly touches the metal tabs at the top of the
't.the old plate doesn't touch until the power is turned to operating speeds.is this control plate a defective part or did the design change.should i ask for a new plate,and will your company send me a new plate? order#1869017
