What, exactly, is it tripping? Is it the earth leakage trip (usually a double width thing with a "Test" button and a lever switch, or is it the overload trip on that particular circuit - a single width thing with a switch you have to flip up.
Have you eliminated the socket by trying, say, a power drill in it?
Check the cable for damage, especially where it enters the plug or the planer. Check the wiring inside. Ideally get someone who understands what they are doing to look at it.
