Red power LED make your mind up, flasher?

In the UNSET mode. On my Accenta mini Gen 4 LCD keypad 8EP417A the RED power indicator keeps turning off, then on, then off again,and back on approx every 15/20 seconds or so, while the Green day light stays on. When I put a test meter on terminals 12v and 0v on keypad I get readings of 13.1 then 13.9 volts fluctuates. I believe the keypad is faulty. I would like a professional opinion. Other than that alarm seems to work OK. Is there a danger of false alarms if keypad is not repaired or renewed? The red LED power indicator on the front of the Control Panel is not affected and stays on. Any ideas anyone?
