It will not spin until all the water drains out. Fix the drain problem by checking the drain pump to see if it has a blockage. If no blockage then test the pump to see if it is faulty. If it is then replace the drain pump. If you don't know how to remove & clean out the pump or test the pump or have the proper tools then call someone out to fix it.
