outlook.com created for the following reason and not to make life complicated, but to separate junk from friends, family and medical reports on my health from NHS and local surgery and use the Hotmail.com account for purchases, obtaining info I only use the outlook account for friends,
family and important information for me from NHS or local surgery which before were buried among junk mail that got to my inbox. In the 2yrs its been active I've only had 3 junk mail in the junk folder leaving them for auto delete after checking titles.

Just do it - open Outlook as an independent application - Open a browser window (Internet Explorer or Google Chrome etc) have both of these running at the same time - switch between the two by clicking on the task bar at the bottom of your screen (or by tabs on the browser window).

Send messages from one to the other.

If the two mail accounts have different mail addresses they are not connected in any way - you can have a dozen mail identities running on the same system if you wish - and all at the same time.

Given that you have junk mail to deal with on one mail account - and you will eventually have to deal with is one way or another - what is the point of over complicating your life by using a second mail account that has no junk mail in it?

You still get junk mail - you still get private mail - but you have the issue of having two places to look.
