i have a briggs & stratton eng model # 407777 type number 0167-E1. the eng was taken apart by an elderly man and has not run properly since. the engine starts very easy but revs up. The throttle does nothing. I checked the governor by disconnecting it from the linkage. it did not turn but an 1/8 inch, so i assume the gear didn't break. any suggestions.
