Simple explanation - the heater is not heating, fairly obvious. Why is it not heating? Could be faulty element, wiring, thermostat or controller not supplying power to element. Best we can do i'm afraid. You will need to use test meter & fault find the reason. If you don't have test meter or fault finding skills call someone out who does. Remember this is an electrical appliance. Do the wrong thing and someone may end up getting a shock.
