Some unused and empty folders are ALWAYS locked. You can't delete the xerox and frontpage folders even if you never installed anything xerox or frontpage.
The page.sys and hybernate.sys files can't be manualy removed.
hybernate.sys can be removed by disabling the possibility to hybernate.
page.sys is the swap file and needed at all time.
Any open/in use files can't be deleted except by the programm that currently use it. Close any programm and application that may be currently running and try again.
Several temporary files are in use by Windows and can't be deleted.
You may not be the owner of the file or folder. Right-click the file/folder and sellect properties.

If a folder: Click "Replace owner of sub-containers and objects"
Sellect yourself and click OK to close all dialogs.
