Brother XL 4011 problem?

The needle stuck whilst sewing. I have got the needle out and the material but the machine won't work. The motor sounds like it wants to start but the wheel won't move either by the pedal or by hand.

The belt wheel for the actual belt which is attached to the motor arm has come apart. Where can i get a replacement

The chances are you have apiece of thread jammed in the raceway area, force the balance wheel backwards to begin with and you may be able to free it off.
