cthrottle on my newly aquired suffolk punch 43s is connected but does not open throttle is there a governer hidden somewhere? the carb is a deloro which is new to me she starts well with the throttle stop scew opened up a bit but i cant control the speed i dont if throttle linkage is connected up right ihave not been able get a diagram big enough

This machine had a air vane govenor situated under the starter/blower housing, a link rod goes from the throttle shaft on the carb to this govenor, the throttle cable connects to an arm, and a spring from the arm goes to the throttle shaft.
