Buy a can of aerosol carburettor cleaner, and clean away all of the external debris first. Then, unbolt the carb from the mower, and dismantle it, taking great care to notice where everything goes. Clean all of the jets and internal drillings in the carb with the cleaner, then put it all back together! Very simple, as carbs go.
