Replacing the worn out frame capacitors is usually an inexpensive repair btw.

Older Toshiba's suffer terribly with frame faults (picture height problems). Usually due to old electrolytic capacitors wearing out, leaking and losing capacitance in the frame output circuit.
In which case adjusting the height would simply disguise an underlying fault which will deteriorate.
If it's a newer widescreen model, check that your picture aspect is set correctly.
