Rundll32.exe Windows 98?

I get the following error message when trying to access anything from the control panel or the CD drive from Windows explorer:

Cannot find the file c:windows\rundll32.exe

The file does not exist on my hard drive and unfortunately the PC does not have Internet access to download it from. I have the Windows 98 upgrade disk however when I try and access it from Start\Run\SFC\Extract one file, it says the "drive is not accessible - The device is not ready"
