Why does my Rover 214 (1998) not start?

Well.....appart from being a rover and being a rover meaning it will breakdown say every 3 months or so this is the latest problem and was wondering if any suggestions or help can be provided. My car won't start, when i turn the ignition all the lights, radio etc comes on fine but there is no noise from the starting motor or anything. I know its not the battery as all the lights are on so i was wondering if anyone could shed some light as im hopeless with cars - hence me buying a rover :D
