had same prob with my girlfriends punto - turned out no water in the system!
check your water levels regularly as hers drank like a fish - might be worth bleeding any air out of the system! Bleed valve on pipe behind engine block.
otherwise prob the heater matrix - oh dear!
ps i trust you checked your fuses!!!

Is the temperature gauge showing a proper operating temperature? If it is then it'll probably be the heater matrix is knacked. Unfortuantely it's a swine to replace and I wouldn't recommend trying it yourself, put on another coat or take it to the garage and let them get wound up! Failing that there is a good procedure for replacing it in the Haynes manual, but it really is a swine of a job.
