Microvalve whisperflo making noise?

Our toilet cistern has begun to make the most incredible vibrating ringing noise. The whisperflo is I believe the soft plastic "shoot" tap that the water flows out of into the cistern when refilling. If we hold this it stops the noise. Solutions? If we cut this plastic shoot off would the cistern work? Or might it overflow or something? Thank you in anticipation
