My washing machine will not spin - it fills with water but does not spin?

It fills with water but then does not spin it out - it makes a grinding noise like it is trying to spin but is stuck....i have manually tried to move the agitator and the bowl but it is very very hard to move and will only spin once & get stuck again - someone told me the was a reset switch ??? or it could be because it was overloaded and now needs to be reset

It is a Hoover Commodore Heavy duty 5kg
