My Whirlpool washer will not spin or drain?

Whirlpool ultimate care II will not spin or drain water. We have moved the knob and still no improvement. Any suggestions?

it could possibly be the pump has failed or something stuck in the impeller jamming it preventing it from turning this can usually be heard as a small hum to a loud hum when trying to empty the machine.
it will not spin unless it has emptyed the water from the drum
