My Mountfield empress 16sp won't start?

I have come across an old Mountfield empress 16 sp petrol mower in the garage which I have cleaned up, changed the old fuel and oil but it won't start. On pulling the cord it does fire up but on release it stops again? Any suggestions on what else I could try?
