Mend Bissell Pro-Heat Dispense Water

Bissell Pro-Heat won't dispense water?

My Bissell Pro-heat won't dispense water. The shampoo dispenses undiluted, while the clean water stays in the reservoir. We've completely taken it apart and cleaned it, but it didn't help.
