How do you adjust the clutch cable on my Hayter Harrier 41 Auto Drive?

I have put a new drive belt and clutch cable on my hayter Harrier 41 16``cut Auto Drive when i put it into drive it dose not move but when lifting the rear roller off the ground the roller will spin really fast but stops when placed on ground and i have to push (not what i whant to do)
